Nine flagship projects value a complete of P738 billion are expected to be approved by the board of the National Economic and Development Authority (NEDA) by the top of the month, Socio-Economic Planning Secretary and NEDA head Ernesto Pernia said yesterday.
He said the priority projects mainly include transportation infrastructure, led by the Mega Manila Metro Project – Phase 1 (P230 billion), together with the brand new terminal construction project at Clark International Airport (P15.35 billion), Malolos-Clark Airport – the Clark Green Light Rail (P150 billion), the PNR (Tutuban-Los Banos) Southern Commuter Line (P134 billion), the PNR (Calamba-Bicol) Long Distance Railway (P151 billion), and the Mindanao–Tagum-Davao-Digos Railway Project (P35 .3 billion).
The other projects include the Kaliwa New Centennial Water Source and Dam Project (P10.86 billion), the Chico River Pump Irrigation Project (P2.67 billion) and the Cavite Industrial Area Flood Management Project (P8.9 billion).
Pernia said the projects were chosen for his or her readiness for implementation and immediate advantages to society.
“These are the solutions that citizens seem to need and would help decongest metro Manila,” he told reporters.
With the exception of the Mindanao Railway and the brand new Clark International Airport terminal constructing, which can be financed from the state budget, the remaining projects are in search of funding under the Official Development Assistance (ODA) of China and Japan.

Pernia said the federal government desires to concentrate on projects that will be implemented and possibly accomplished inside three years.
NEDA recently suspended its review of unsolicited airport proposals submitted by All Asia Resources Reclamation Corp. (ARRC) and San Miguel Corp. (SMC).
ARRC is proposing to construct a world airport, seaport and mixed-use development on reclaimed land off the coast of Sangley Point in Cavite. Meanwhile, SMC has proposed constructing a brand new international airport for Metro Manila in Bulacan.
“We want to focus on projects that are feasible within two to three years, rather than getting distracted by reviewing unsolicited proposals,” Pernia said.
These proposals, he said, wouldn’t be ignored and will still undergo the review process.
“They (unsolicited airport proposals) will go through the process but we won’t spend too much time on them because we have to focus on Clark and the railway. But they will be taken into account,” Pernia said.
As of March, NEDA’s Investment Coordination Committee (ICC) had prepared for approval 55 flagship projects value over P1.2 trillion that can be prioritized for implementation and completion during President Duterte’s term.
The list of projects touted as game-changers includes connectivity infrastructure and development ventures geared toward spurring growth in areas beyond Metro Manila.
The project list also includes the $14 billion Clark Green City, an industrial and residential development being developed by the Central Luzon Bases Conversion and Development Authority. This has not yet been included within the designs for NEDA board approval because it continues to be within the planning stages.
The Asian Development Bank will provide advisory services in the course of the planning and development stages of the project.
