Ho Chi Minh City will introduce free bus travel from May

According to the federal government’s proposal, residents and tourists in Ho Chi Minh City will soon have the ability to enjoy free bus rides in May 2026. The plan, currently under review, goals to eliminate fares on most city bus routes.

The initiative reflects broader efforts to advertise public transport, reduce congestion and improve environmental sustainability in Vietnam’s largest city.

Background of the proposal

The proposal at no cost bus travel was presented by the City Construction Department and submitted to the Municipal People’s Committee in early April 2026.

It marks a transition from previous discussions to a concrete implementation plan, signaling that the authorities are serious about transforming urban mobility.

If approved by town’s People’s Council, the policy could go into effect immediately in May. The program will cover 135 bus lines operating in town, each subsidized and non-subsidized.

This initiative, for the primary time, ensures that every one bus passengers in Ho Chi Minh City, each residents and tourists, are exempt from fares. Previously, free travel was only offered to certain groups, similar to children, the elderly and the disabled.

Scope and implementation

The free bus policy is meant to cover a large a part of town’s public transport network. Of the entire routes, 109 are subsidized and 26 are unsubsidized, ensuring most urban travel corridors are covered.

However, this policy is not going to cover inter-provincial bus services, focusing as an alternative on intra-city mobility. The authorities stressed that the implementation will construct on existing digital ticketing systems, enabling the transition to free fares without increasing administrative complexity.

Ho Chi Minh City currently operates roughly 180 bus routes with over 2,400 vehicles and serves roughly 270,000 passengers day by day. This extensive network provides a solid basis for policy implementation on such a big scale.

Financial considerations

The introduction of free bus travel around town has significant financial consequences. The estimated cost of this system is roughly 930 billion Vietnamese dong, such as tens of thousands and thousands of US dollars, for the remaining eight months of 2026.
