Indonesia admitted on the seventh ASEAN Media Forum on Tuesday that Myanmar is much from achieving an inclusive national dialogue, despite ongoing efforts to encourage such conversations. This situation has persevered for greater than three years, for the reason that Myanmar military staged a coup that killed many civilians.
Foreign Minister Retno Marsudi revealed that Indonesia was actively engaged in mediating the conflict to assist alleviate the crisis. Since assuming the ASEAN chairmanship in January, Indonesia has held greater than 180 meetings with various stakeholders in Myanmar, with the last word goal of all of them to facilitate an inclusive national dialogue.
Indonesia has contacted multiple parties, including the Myanmar government-in-exile, the National Accord (NUG) and the junta’s State Administration Council (SAC). These meetings took many forms, corresponding to virtual meetings, in-person discussions, and even telephone contacts. However, it seems that Myanmar is just not yet ready for an inclusive national dialogue. As Retno explained on the 2023 ASEAN Media Forum in Jakarta: “Especially with NUG and SAC, after I proposed, ‘Do you should meet with none schedule or prerequisites?’, I didn’t hear any positive response. But it is not like that. means the door is closed.”
Retno expressed uncertainty concerning the timeline for achieving an inclusive national dialogue, but stressed the importance of maintaining the method crucial to attain this goal. Indonesia still has two months left within the rotating ASEAN chairmanship before Laos takes over in 2024. Jakarta intends to proceed engaging with stakeholders in Myanmar even after the chairmanship ends. Retno said, “At least until the top [our] presidency, quite a lot of meetings will likely be held. But we is not going to stop at the top of the chairmanship,” and noted that they continue to be in close contact with Laos, the long run chairman of ASEAN.
She emphasized that an approach of engaging stakeholders individually is essential to constructing trust between them, stating: “Without trust, it’s inconceivable to satisfy them and consult with them.”
In September, ASEAN agreed to determine a troika of ASEAN chairmen – Indonesia, Laos and Malaysia – as an off-the-cuff consultation mechanism to resolve the crisis in Myanmar. The troika includes the present, former and future ASEAN chairmen. Malaysia is about to take over the rotating chairmanship of ASEAN in 2025. ASEAN has also decided to stick to the “five-point consensus” because the most important framework for resolving the crisis, a peace plan agreed by the bloc in 2021 that calls for constructive dialogue between all parties involved.
As a part of these diplomatic efforts, the human rights organization Assistance Association for Political Prisoners reported that for the reason that military coup on February 1, 2021, the junta and pro-military groups have been accountable for the deaths of 4,162 people, including pro-democracy activists and civilians.
