A typhoon that hit the Philippines for the third time in as many weeks caused severe flooding in Manila on Thursday, trapped people and took the lifetime of one person in one other a part of the country.
Authorities warned of landslides and a potentially deadly storm surge along the coast as Typhoon Vamco carried winds of as much as 155 kilometers, or about 96 miles per hour, and cleared in Luzon overnight. Manila, with a population of 12 million, was effectively placed under lockdown because of heavy rainfall.

Rouel Santos, a 53-year-old retired disaster specialist in Rizal province, said many places were flooded and lots of people were calling for help. He said the floods brought on by Vamco triggered the fateful 2009 Typhoon Ketsana, often known as Tropical Storm Ondoy, and claimed lots of of lives. Late Wednesday, the Office of Civil Defense reported that a minimum of one person was killed and three were missing in Camarines Norte province. The weather service warned that the storm, which recorded heights of several meters along parts of the coast, including Manila, could cause flooding of low-lying areas.
