East Timor will officially grow to be the eleventh everlasting member of ASEAN, ending a process that has taken greater than a decade. The ceremony was filled with symbolism and meaning. Timor-Leste Minister of Foreign Affairs and Cooperation Bendito Freitas formally handed over the documents to Malaysian Foreign Minister Datuk Seri Mohamad Hasan – the present Chairman of ASEAN – and ASEAN Secretary-General Dr. Kao Kim Hourn.
In his remarks, Mohamad Hasan described this moment because the region’s “living history”: “This effectively marks the total admission of East Timor because the eleventh member of ASEAN and the expansion of ASEAN’s scope to each sovereign state on this common home,” he said (October 25).
Timor-Leste’s official membership declaration ceremony is scheduled for Sunday, October 26, 2025, to coincide with the opening of the forty seventh ASEAN Summit on the Kuala Lumpur Convention Center (KLCC) in Malaysia.
A historic milestone
This step is far more than a procedural formality; represents a logo of recognition of East Timor’s long journey as a young nation built on struggle, courage and resilience. Mohamad Hasan emphasized:
“Today we have a good time you, a nation built on courage, perseverance and steadfast hope, as you join a family that has long waited in your full inclusion. Welcome to the ASEAN Family and to our venerable Charter.”
He also described the ASEAN Charter as “the heartbeat of the regional grouping’s shared vision, a pact of trust, respect and solidarity that has sure diverse nations together.”
With the accession of East Timor, every sovereign state in Southeast Asia is now united under one regional community: ASEAN.
Commitment to peace and a region free from nuclear weapons
In addition to joining the ASEAN Charter, East Timor has also signed the SEANWFZ Treaty, reaffirming its commitment to maintaining Southeast Asia free from nuclear weapons.
Thanks to this treaty, East Timor, along with other ASEAN members, ensures the region’s security against weapons of mass destruction.
This signing further strengthens ASEAN’s position as a region that safeguards peace, stability and collective security, even in an increasingly complex global geopolitical landscape.
East Timor’s path to ASEAN membership is the results of an extended and difficult process.
The nation, which gained independence in 2002 following a UN-supervised referendum in 1999, first applied to affix ASEAN in 2011. After years of assessments and capability assessments, ASEAN granted observer status to Timor-Leste in November 2022, with a roadmap to full membership.
Now, after 14 years of waiting, this dream has finally come true. East Timor’s accession marks ASEAN’s first expansion in greater than twenty years, since Cambodia officially joined the bloc in 1999.
