The Bentong Fire and Rescue Department said the accident occurred at 11am.
The victims, who police later identified as Zhang Ping, 58, and Wang Shuhong, 49, each suffered head injuries.
“Their bodies were taken to Bentong Hospital in Pahang,” said Pahang Fire and Rescue Service director Dr Wan Mohamad Zaidi Wan Isa.
Of the 21 passengers and driver, three were believed to be local residents, while the remaining 18 were Chinese nationals: seven women and 11 men.
Earlier, a 21-second video showing the crashed bus with several rescuers already on the scene went viral on social media.
Genting Malaysia Berhad said in a press release that the bus, owned by a third-party operator, was carrying 18 tourists from China’s Yunnan province and disembarked from Genting Highlands.
“Our deepest condolences go to the families and friends of the deceased. We wish a speedy and full recovery to those who were injured,” the statement said.
“We will provide further updates as new information becomes available.”
Genting Highlands is a preferred entertainment and tourist destination with each indoor and outdoor theme parks, casinos and shopping malls.
News agency Bernama later reported that the 32-year-old bus driver didn’t have a driving licence and had 27 previous tickets for various traffic offences.
