Bentong Fire and Rescue Service said the accident occurred at 11am.
The victims, later identified by police as 58-year-old Zhang Ping and 49-year-old Wang Shuhong, suffered head injuries.
“Their bodies were taken to Bentong Hospital in Pahang,” said Pahang Fire and Rescue Service director Dr Wan Mohamad Zaidi Wan Isa.
Of the 21 passengers and the motive force, three are locals, while the remaining 18 are Chinese nationals: seven women and 11 men.
Earlier, a 21-second video appeared on social media showing the crashed bus and the presence of several paramedics on the scene.
Genting Malaysia Berhad said in an announcement that the bus, owned by a third-party operator, was carrying 18 tourists from Yunnan Province in China and was descending from the Genting Highlands.
“We express our sincerest condolences to the families and friends of the deceased. We wish the injured a quick and full recovery,” they wrote.
“We will provide further updates as more information becomes available.”
Genting Highlands is a preferred entertainment and tourism destination, home to indoor and outdoor amusement parks, casinos, and shopping malls.
News agency Bernama later reported that the 32-year-old bus driver didn’t have a driving licence and had 27 summonses for various traffic offences.
