Foreign ministers from some 24 countries gathered in Indonesia on Friday for the annual Southeast Asian Security Meeting, where discussions focused on key issues similar to the rivalry between the United States and China, the conflict in Ukraine and North Korean missile activities. The ASEAN Regional Forum (ARF) is thought for being under the influence of geopolitical tensions, often leading to fierce criticism, clashes between superpowers, and occasional strikes.
Retno Marsudi, Minister of Foreign Affairs of Indonesia and President of the Association of Southeast Asian Nations (ASEAN), emphasized the necessity for the forum to maneuver to the subsequent stage of preventive diplomacy. It recognized the growing division brought on by intensifying rivalries and the many potential flashpoints within the region, calling for higher conflict management and the usage of the ARF as a platform to proactively promote peace and forestall potential conflicts within the region.
During the meeting, US Secretary of State Antony Blinken established cooperation with ASEAN and emphasized the importance of peace and stability within the Indo-Pacific region, the Taiwan Strait and Ukraine. He also criticized North Korea for its recent launch of the Hwasong-18 intercontinental ballistic missile, stating that collective motion is required to handle its illicit weapons program and missile launches that pose a threat to the region and global nonproliferation efforts.
Blinken also met with Chinese diplomat Wang Yi, whom the State Department described as “frank and constructive.” This interaction was a part of a series geared toward smoothing over differences between the United States and China. Wang stressed the importance of a rational and pragmatic approach to improving bilateral relations.
Last 12 months’s ARF was marred by tensions between the United States and China after Nancy Pelosi, then speaker of the U.S. House of Representatives, visited Taiwan, scary Beijing. As a result, China conducted live-fire drills near the self-ruled island and suspended several channels of dialogue with Washington. The closed-door ARF consists of the foreign ministers of Australia, Japan, the United Kingdom, India, South Korea, China, the United States and other countries.
Russian Foreign Minister Sergei Lavrov, who attended the meeting, confirmed that he had no plans to contact U.S. officials in Jakarta. Chinese leaders Wang and Lavrov met, expressing their intention to strengthen strategic communication and coordination.
In an interview earlier this week, Lavrov said the war in Ukraine won’t end until the West abandons its drive for domination and its strategic desire to defeat Russia. In response, Blinken called for a just and lasting peace to handle Russia’s aggression in Ukraine.
Western countries participating within the forum are expected to sentence Myanmar’s military regime for alleged atrocities committed against civilians. The junta’s crackdown on opponents, including the deployment of fighter jets and heavy artillery, has drawn criticism. Myanmar, an ASEAN member, was excluded from the bloc’s meetings resulting from the junta’s failure to comply with a two-year agreement with ASEAN to finish hostilities and begin dialogue, straining ASEAN’s unity.
The release of a communiqué condemning ongoing acts of violence, including airstrikes, artillery shelling and destruction of public facilities, was delayed for greater than 30 hours after the conclusion of the foreign ministers’ meeting, pointing to potential discord amongst participating countries.
