Did ? East Timor gains Schengen visa waiver but faces ASEAN travel restrictions

Have you ever wondered how confusing visa rules could be? Sometimes things that must be easy transform extremely complicated.

Take East Timor for instance – a small country in Southeast Asia. It enjoys visa-free access to Schengen countries, but cannot benefit from the same freedom of travel inside its own region, Southeast Asia.

Interestingly, Timor-Leste is considered one of the few Southeast Asian countries that may profit from Schengen visa-free travel, while other Southeast Asian countries don’t.

Freedom to travel inside the Schengen area

On 26 May 2015, the European Union and East Timor signed an agreement on the visa waiver for brief visits. Under this agreement, East Timorese residents can now travel visa-free to the Schengen area for stays of as much as 90 days in a 180-day period.

This privilege applies to holders of valid unusual, diplomatic, service/official or special passports. Whether for tourism, family visits, scientific activities or business purposes, visa-free travel provides great convenience – aside from those traveling for business or leisure purposes.

In addition to East Timor, three other Southeast Asian countries – Brunei, Malaysia and Singapore – also profit from visa-free access to Schengen countries. Passport holders from these countries can enter the Schengen area and not using a visa for brief visits of as much as 90 days in a 180-day period.

Visa-free access to Schengen, but to not ASEAN

East Timorese residents still face several restrictions when traveling to Southeast Asian countries. One of the essential reasons is their status as a rustic that will not be yet fully integrated as an ASEAN member. This limits their access to visa-free travel throughout the region.

Currently, Timor-Leste enjoys visa-free travel to several ASEAN countries, including Indonesia, Cambodia, Singapore, Laos and Malaysia. However, for travel to the Philippines, Thailand and Brunei Darussalam, visa-free travel is simply possible with diplomatic or work visas.

It is value noting that the East Timor-Laos visa-free travel agreement was signed only in December 2024.

On the opposite hand, Timor-Leste is yet to achieve visa-free access to Myanmar and Vietnam, highlighting significant challenges in ensuring seamless cross-border travel within the ASEAN region.

For context, the ASEAN Framework Agreement on Visa Waiver, adopted in 2016, facilitates visa-free travel for nationals of ASEAN member states to other member countries.

Under this agreement, holders of valid national passports can visit ASEAN countries for a period of 14 to 30 days, provided the aim of the trip is for visits only. However, the length of stay varies depending on the country’s policy.

However, within the case of East Timor, the trail to visa-free travel will not be a straightforward one. Since ASEAN doesn’t facilitate this directly, the country must forge its own path. Timor-Leste must conclude bilateral visa waiver agreements with ASEAN countries, based on more intensive diplomatic efforts and negotiations.
